True development isn’t measured by how much you build, but by how well it integrates with the land, the community, and the future.

The Mallorquín + Pajonal Master Plan, led by Grupo Argos in Puerto Colombia near Barranquilla, is one of Colombia’s most ambitious sustainable urban development initiatives. Spanning 154 hectares, the project aims to create an inclusive, resilient community adapted to its environmental context, supported by its LEED for Communities v4.1 Gold precertification (2025), with a goal of achieving Platinum.

Green Loop supported the process through LEED for Communities precertification consulting, guiding planning and design under advanced sustainable urbanism principles. Through participatory workshops with architects, experts, and local communities, key concepts such as the 15-minute city, sponge city strategies, nature-based solutions, and ecological restoration using native tropical dry forest species were integrated into the master plan.

The project stands out for its regenerative approach and measurable impact: over 60 hectares of mangroves restored, integration of SUDS and floodable parks, and more than 530,000 m² of green public space. In mobility, it includes over 7.5 km of bike lanes, fully accessible public transportation, and electric vehicle charging stations, promoting a compact, low-emissions urban model. Additionally, the plan targets a per capita carbon footprint of 2.24 tCO₂e/year, significantly below the national average, along with strategies for energy efficiency, responsible waste management, and underground electrical infrastructure.

With more than 16,000 housing units, of which 90% are affordable housing (VIS), the project prioritizes inclusion, equitable access, and social cohesion. This is reinforced by a strong community engagement process, fostering co-creation and long-term ownership from early stages. Mallorquín + Pajonal is not just an urban development—it is a model for how future cities can grow responsibly by integrating sustainability, resilience, and community into a single vision.
